Trade profit in case of petrol pump business

Dear All,
In this matter , the department has alleged that Dealer Margin appearing in the P/L is liable to be fall under the GST
In this regard, kindly bring in the knowledge regarding whether the discount given by oil companies to petrol pump is trade profit or non trade profit
